La Comunidad de Madrid, Aware of the importance of promoting healthy lifestyles,
Hereby Declares:
That regular Physical Activity - at least 30 minutes a day for adults and 60 minutes for children and adolescents - is necessary for good physical and mental health, and improving everyone's quality of life, regardless of their state of health, age and even if they suffer from chronic diseases or a handicap. Nevertheless, any time invested in Physical Activity is better than remaining sedentary.
Whereas:
1. The clearly positive relationship between regular Physical Activity and health has been proven, and we believe the population's physical inactivity is a significant Public Health problem. Regular Physical Activity is one of the major tools individuals have within their reach for developing and maintaining good health in today's sedentary lifestyle, at all stages of life, regardless of any personal condition.
2. It has also been proven that regular Physical Activity contributes to the prevention and treatment of many of the most frequent chronic metabolic and cardiovascular diseases (hypertension, obesity, type 2 diabetes and osteoporosis, among others), depression and certain types of cancer.
3. Moreover, it has been proven that a varied and balanced diet at all stages of life, along with regular Physical Activity, is fundamental for maintaining good health and preventing the appearance of lifestyle-related chronic diseases.
In view of the foregoing:
4. We believe the acquisition of healthy knowledge, habits and attitudes regarding Physical Activity and diet beginning in childhood is exceptionally important, and all of us must take responsibility and contribute to work for good health from a prevention perspective.
5. We believe regular Physical Activity for school-age children is an essential tool for the adequate comprehensive development of our children and adolescents.
6. We believe that regular Physical Activity is an effective tool for achieving a social, employment and domestic approach which holds men and women to be equal.
7. We are particularly committed to an increase in Physical Activity which is appropriate for the needs and demands of our senior citizens in order to improve their quality of life and delay the inevitable effects of ageing.
8. We are determined to serve people with disabilities so that they may undertake Physical Activity which is appropriate for their situations, needs and interests as we are convinced of the significant level of improvement this means for their physical and mental health as well as their personal and social integration.
9. We are committed to regular Physical Activity in order to promote and transmit values, as well as to encourage intercultural integration.
10. We understand that an adequate physical and environmental setting is an important factor which encourages Physical Activity; and therefore, all institutions, both public and private, must be involved in promoting it.
Thus, the Government of the Comunidad de Madrid hereby commits to implementing a 'Regional Plan for Promoting Physical Activity', initially led by the Regional Ministries of Sports and Health. This Plan will incorporate useful and effective tools, intervention projects, informational material, publications, etc., which will actually have an impact on Madrid's society by increasing the practice of regular Physical Activity as well as the acquisition of healthy nutrition habits, thereby involving any and all partners who are able to intervene in one way or another.
